MICHAEL K. McCLOSKEY

Serving as the Lead Consultant and Instructor at Foreign Disclosure & Export Solutions Corporation, Michael K. McCloskey is highly regarded for his expertise in the areas of military technology transfer and the implementation of U.S. foreign disclosure policy.  The policies Mr. McCloskey helped develop and implement set the framework for billions of dollars in potential sales for U.S. defense firms to foreign governments, while simultaneously protecting U.S. technology from compromise and reverse engineering.  As the Disclosure Implementation Team Leader at the U.S. Navy International Programs Office (IPO), he directed the Navy's operational and field activity foreign disclosure communities, instructing and coaching them on the implementation of National and Navy disclosure policies during fleet operations, training evolutions, briefings, and many other events.

During his civil service tenure at Navy IPO, Mr. McCloskey documented his knowledge on these topics by participating as one of five board members who rewrote the Navy's Foreign Disclosure Policy Manual.  This two-year evolution completely redefined and clarified the policies, processes and procedures involved with military technology transfer, international cooperative and personnel exchange programs, and export licensing practices, among many other foreign disclosure topics.

Prior to Navy IPO, Mr. McCloskey gained experience in this field while assigned as the deputy director of the International Programs & Technology Transfer office (OPNAV N525) for the U.S. Navy's Chief of Naval Operations in Washington, D.C.  He actively participated in the development of over 40 major technology transfer policies ("TTSARBs") covering some of the newest and most significant weapons and systems in the Navy's inventory, and reviewed, commented on, and recommended restrictive provisos on hundreds of U.S. Munitions List export license applications.

Mr. McCloskey holds a Bachelor of Science in Mechanical Engineering degree from the United States Naval Academy, and a Masters Degree in Business Administration from New Hampshire College.  While on active duty in the U.S. Navy, Mr. McCloskey piloted the A-7E Corsair II carrier-based attack jet, and later specialized in political-military affairs.  Mr. McCloskey is originally from New Orleans, LA, and now resides in Oak Hill, Virginia (near Dulles International Airport just west of Washington, D.C.).  He is married to the former Jamie Mary Brouillette, also from New Orleans, and has two grown children, Patrick & Rachel.
